During an interview with 教育部長希山慕丁, he said:
“今天，如果把華小關閉，你認為社會穩定嗎？如果把華小媒介語改為國語，你認為國民就會團結嗎？那是不可能的！”

...只要讓希山感覺到那份誠意，與他建立深厚友誼，相信凡事都好商量，不是嗎？

So he is saying that:
First, you have to let Mr 希山 feel your sincerity.
Then, you have to make friend with him, not just normal friend, gotta be deep and profound friendship.
If the above requirements are met, then only he might talk to you about your issues, hopefully in a nice way.
